Project update

On 27 July 2026, Council endorsed the draft Speers Point Park Plan of Management and Master Plan for public exhibition.

Before we start our public exhibition, the draft Plan of Management must be approved by the NSW Department of Planning, Housing and Infrastructure. If you provided feedback to inform the Plan of Management and Master Plan as part of our Phase 1 or Phase 2 consultation, you will receive an email when public exhibition starts, prompting you to provide feedback on the draft documents. Public exhibition will also be promoted through our Shape Lake Mac e-newsletter and Council's social media platforms.

Project overview

We are currently undertaking a review and renewal of the Speers Point Park Master Plan and Plan of Management. This process presents an important opportunity to shape the next phase of the park’s development, while ensuring alignment with evolving regulatory requirements.

Speers Point Park is a significant public open space that serves the local community, the broader Lake Macquarie regionand visitors from outside the area. It supports a wide variety of cultural, recreationaland sporting activities. The updated Master Plan and Plan of Management will provide a strategic framework to guide future improvements, ensuring the park continues to meet community needs and supports the diverse range of activities that make it such a valued destination.

Emerging vision and values

Following the initial consultation phase, a set of emerging visions and values for the project has been developed. These will play a key role in shaping the draft Master Plan, alongside insights gathered during phase two of community engagement.

Speers Point Park will continue to evolve in
providing a wide range of engaging activities
and events, meeting local and broader needs,
whilst retaining the core beauty and setting for
which the Park has long been popular.

Value: protect & enhance the setting

Achieving the necessary and desired improvements without diminishing the value of the natural lakeside setting that is well-loved by many throughout the community.

Value: meet broad community needs

Recognising the scale of the precinct and the opportunity to continue to include a variety of uses and events that meet a diverse range of club and community needs and events.

Value: build recreational capacity

From everyday passive recreation to the highest levels of active sports, ensure the site and associated club facilities are accessible for local residents, those from the broader Lake Macquarie area and beyond.

Value: balance uses & constraints

Including access and parking, as well as public open space vs commercial uses, whilst recognising the interface with historical contamination, natural settings and operational jurisdictions.

Speers Point Park is a 43-hectare regional park located in Speers Point, Lake Macquarie. It includes multiple sports complexes, a regional playspace, the Speers Point Swim Centre, MAP mima performance and exhibition space, a fenced dog park, boat ramp, jetty, cenotaph, and regional park area used by the local community to recreate and to host small to large scale events.

A plan of management is a strategic document that guides the use and management of community land. It outlines what the community values about the place, identifies its current and future uses and how it will be managed, maintained and improved. It is a legislative requirement under the Local Government Act 1993, and is developed in consultation with the community.

A masterplan is a design plan that visually represents the intent of the plan of management. It outlines the physical development and layout of the site and the areas for specific uses. It provides plans that identify development and use now and what is proposed in the future.

The existing Speers Point Park PoM and masterplan were developed in 2008. Since this time there has been significant development within the park and increase in use. With the community also changing over time, we need to develop new plans for the park to meet the needs, values and aspirations of the community today.
